The bill requires the new bureaucracy to maintain a copy of all financial and medical records history for all humans living in America.  Access to that database is then offered to any organization that provides or consults on health-care, which is tens of thousands of organizations.  Keeping that much data with that much access would fit the requirements of the Fusion-io announcement.</description>
