Highspeed backbone ? Definitely, Korea.
More opportunities on new infrastructure of highspeed internet ? Surely Korea.
High quality of bandwidth and service ? Korea's things are exceptional.

The best internet infrastructure is most certainly Korea over Japan. Japan is backwards when it comes to the internet. Look at their website design -- oy vey!

I think before you "support" Malaysia or any other countries in the region for having a data center, it may be better to see which country in the region has the best internet backbones to make sure it is fast to access everything.

Am not from Singapore myself, but I think Japan has very good internet infrastructure and should be considered.
